Similar to the United States, different states make up the whole of the country of Mexico, and each state maintains its own legislation. In Cancun and Quintana Roo, surrogacy is not regulated and thus not banned, making infertility solutions available for a variety of parents-to-be, including heterosexual couples and members of the LGBT community.
